Black History and its Influence
on American Law
As most of us know, February is Black History Month. Black History Month was started in 1926 by Dr. Carter G. Woodson (a descendant of slaves) as Negro History Week to recognize contributions of African-Americans to American culture. In 1986, the U.S. Congress passed Public Law 99-244 calling on President Ronald Reagan to issue a proclamation for its observance. Beginning with President Bill Clinton in 1996, every president has issued annual proclamations for the American people to observe and celebrate it in February. However, some might ask, why does one group of people have an officially recognized month, and what is its significance in the evolution of American law? More
